ADMINISTRATION

~ 4-1. Form of government.

In accordance with the Municipal Corporation Charter of the Town of Chestertown, Maryland, as adopted by the Mayor and Council of Chestertown on September 22, 1980, the government of the town shall be vested in a Mayor, who shall be the chief executive officer of the town, and four (4) Councilmen. Together the Mayor and Councilmen shall constitute the Town Council, which shall assemble to pass such ordinances in accordance with the Charter of the town as it may deem necessary and which shall not be contrary to the Constitution and laws of the United States and the State of Maryland.

~ 4-2. Powers and duties of Mayor and Councilmen.

The Mayor and Town Council shall have final authority and responsibility over all affairs of the town and shall perform those duties and exercise those powers conferred upon them by the Charter of the town.

~ 4-3. Meetings.

Regular meetings of the Council of the Town of Chestertown, as well as procedures for special meetings, shall be held in accordance with the provisions of ~ C4-2 of the Town Charter.

~ 4-4. Rules of procedure.

Proceedings of the Town Council of Chestertown shall be conducted in accordance with the volume known as "Robert's Rules of Order," the most recent edition, and such rules are hereby adopted as the Official Rules of Order for Town Council meetings. Notwithstanding the provisions of the above-cited volume, the proceedings of Town Council meetings shall conform to all provisions of the Municipal Charter and the specific provisions set forth as follows:

A. The Mayor or, in his absence, the Acting Mayor shall immediately call the Council to order. In the absence of the Mayor or Acting Mayor, the Town Manager or his assistant shall call the Council to order, whereupon a temporary Chairman shall be elected by the members of the Council present. Upon the arrival of the Mayor or Acting Mayor, the temporary Chairman shall immediately relinquish the chair upon the conclusion of the business immediately before the Council.

B. Before proceeding with the business of the Council, the Town Manager or his assistant shall call the roll of the members, and the names of those present shall be entered in the minutes.

C. At all meetings of the Town Council, the Mayor and two (2) Councilmen shall constitute a quorum, or in the absence of the Mayor, three (3) Councilmen present and voting shall constitute a quorum for the transaction of business, and three (3) affirmative votes shall be necessary for the passage of an ordinance, law, resolution or measure of any description at all times. Upon every vote, the yeas and nays shall be called and recorded.

~ 4-5. Salaries and compensation.

The salaries of the Mayor and Councilmen shall be as provided in ~ C-27 of the Town Charter.
