MINUTES
MAYOR AND COUNCIL MEETING
June 04, 2001

Mayor Margo G. Bailey called the meeting to order at 7:55 p.m. In attendance were Councilmembers W. Whaland Clark, Mabel Mumford-Pautz and J. Brian Kirby, Police Chief Walter Coryell, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the meeting budget workshop and executive session of May 21, 2001. Mr. Clark moved that the minutes be approved as written, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey stated that an executive session was held on Monday, May 21, 2001 at 8:15 p.m. pursuant to Sec. 10-508 of the Annotated Code of Maryland. The entire Mayor and Council was present and voted unanimously to go into executive session. The meeting was called to discuss a personnel matter and no action was taken by the Council. The meeting was adjourned at 8:20 p.m. and minutes were taken for the record.

Mayor Bailey called on Chief Coryell for the police report. Chief Coryell thanked the Mayor and Council for all the consideration given to the Police Department in the preparation of the budget for the coming year. He gave the report for the month of May 2001.

Mayor Bailey called on the Town Manager for his report. Mr. Ingersoll stated that a motion was needed to adopt Ordinance No. 2-01 Budget for the Fiscal Year 2001/2001. Mrs. Mumford-Pautz moved that Ordinance No. 2-01 be adopted, was seconded by Mr. Clark and carried unanimously.

Mr. Ingersoll reported that Michael Ewing, Director of the Maryland Waterway Improvement Fund, has notified the Town that the State has been approved for 100% grant funding for the Cannon Street bulkheading - $50,000, and Cannon Street dredging - $150,000. He said hopefully the Wilmer Park and Cannon Street projects will be bid at the same time which will give us a better price. He said we have been given a grant for removing the old bulkhead next to Wilmer Park and we can get that done immediately. He said he will be asking them for more funds. He said he would estimate that it would cost about $17,000 to take the old bulkhead out where the new bulkhead will go in. He said he might have to ask the Council for a small amount of money for the match since these are older funds and will be reclaimed if unspent.

Mayor Bailey asked about the time frame for the Cannon Street work. Mr. Ingersoll said the plans must be done and we must apply for a license to do the work.

Mr. Ingersoll said we have the Hot Spot grant for $3,000 and some of the activities will be done this week in the third ward. He said he had photographed some of the problem sites and hoped to start on the work on Tuesday. He said there will be a day when we will notify people at problem sites that we will pick up things from their property. Mrs. Mumford-Pautz asked if there was any way that the Edge of Town trailer park could be included in the cleanup.

Mayor Bailey said she was nominating the following for the Recreation Commission: Kim White for reappointment and Dawn Wright and Connie Schroth for appointment as new members. The vote will be taken at the next meeting.

Mayor Bailey reminded the Council of the Eastern Shore Association Dinner in Ocean City during the MML Convention. Please give reservations to Joan to call in.

Mayor Bailey read and signed a Proclamation declaring June 9, 2001 as "MS 150 Chestertown Challenge Bike Tour" day in Chestertown.

Mayor Bailey announced that the Chestertown Beautification Garden Party will be held on Saturday, June 16, 2001. Tickets for the tour and lunch are available in advance or on the day of the tour. Reservations for lunch must be made by Wednesday, June 13. There are ten gardens on the morning tour and ten during the afternoon.

Mayor Bailey said she will ask Richard Norton to attend the next meeting to bring everyone up to date on the recreation activities planned for this year.

Mayor Bailey asked Drew McMullen to address the Council with the Sultana request. Mr. McMullen stated that the Sultana would be commissioned on July 4, 2001 by a ceremony at 5:30 p.m. He said they were asking that the foot of High Street be closed off from 3 p.m. to 6:30 p.m. During that time they will have music and the Rotary Club will sell soft drinks. He said the ceremony will end with a "Blessing of the Fleet" by a cleric from the Naval Academy and the official act of turning the vessel over to the command of its captain. He said there will not be any problem with people having access to their homes on Front Street. Mayor Bailey asked if there were any objections from the Council. There being none, Mr. Ingersoll will prepare a permit for this event.

Mayor Bailey asked the Council to review the bills presented. Mr. Clark moved that the bills be paid as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mrs. Mumford-Pautz moved that the meeting be adjourned at 8:10 p.m., was seconded by Mr. Clark and carried unanimously.
