MINUTES
MAYOR AND COUNCIL MEETING
February 2, 2004

Mayor Margo G. Bailey called the meeting to order at 7:33 p.m. In attendance were Council members Mabel Mumford-Pautz, W. Whaland Clark, James R. Johnson and Harrison C. Bristoll, Jr., W.S. Ingersoll, Town Manager, Jennifer Stead, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the meeting of January 26, 2004. Mr. Bristoll moved to approve the minutes as submitted, was seconded by Mr. Johnson and carried unanimously.

Mayor Bailey stated that an executive session was held at 7:55 p.m. after the Mayor and Council meeting of January 26, 2004 to discuss personnel matters. The Mayor and Council members present voted unanimously to go into executive session. One motion was made, which passed unanimously. The meeting was adjourned at 8:15 p.m. Minutes were taken and are part of the record.

Mr. Ingersoll introduced Brenda Strange, from the Garden Club, to bring the Mayor and Council up to date on phragmites removal at the Wilmer Park. Ms. Strange stated that she needed the Council's written permission to burn the phragmites. Ms. Strange stated that she spoke to the Forestry Division of DNR who would work along with the fire department during the burning.

Mr. Clark moved that written permission be given to Ms. Strange for the burning of phragmites in the Wilmer Park. The motion was seconded by Mr. Bristoll and carried unanimously.

Mr. Ingersoll stated that the phragmites was poisoned in the fall by RODEO, which was safe for the water, and they were burning what was left of the killed phragmites.

Rev. Fisher of the Gospel Church of God stated that he wanted to alert the community that they would be holding community clean-ups and would be asking for assistance in their efforts.

Rev. Fisher stated that on March 21 st , the Church would hold a dinner at 4:00 p.m. for the homeless, underprivileged, and seniors in the community. He said that he needed assistance from the Council to find the people who needed the most assistance.

Rev. Fisher asked that he be put on the February 17 th agenda to make a presentation with the Chestertown Police Department.

Mr. Ingersoll thanked Rev. Fisher for joining the safety team of the CSAFE Community Team. The last meeting was held in January and they were looking into stationery and unstationery cameras to be used in the CSAFE area.

Mayor Bailey read a letter from the Town to the Critical Areas Commission into the record. It requested acceptance of the Quaker Neck area annexed last year by the Critical Areas Commission and designated commercial marine zones as buffer exempt areas (BEAs). Mr. Ingersoll stated that he needed Town approval to sign and send the letter Mrs. Mumford-Pautz moved to sign and send the letter, was seconded by Mr. Bristoll and carried unanimously.

Mr. Ingersoll stated that the Council of Governments sent the agenda for the COG meeting to be held at the Baywolf Restaurant on Wednesday, February 18, 2004. He said the Council should advise the Town Office if they planned to attend.

Mayor Bailey reminded residents that snow needed to be removed from sidewalks within 24-hours of a snowfall. She said that the Code Enforcement Officer would send out warnings, after which, there was a $100.00 fine.

Mayor Bailey stated that people were still parking on yellow lines around Town. She said that there was a reason for the yellow lines, which were often safety reasons.

There being no further business, Mr. Bristoll made a motion to pay bills, was seconded by Mrs. Mumford-Pautz and carried unanimously.
