MINUTES
MAYOR AND COUNCIL MEETING
May 3, 2004

Mayor Margo G. Bailey called the meeting to order at 7:50 p.m. In attendance were Council members Mabel Mumford-Pautz, W. Whaland Clark, James R. Johnson and Harrison C. Bristoll, Jr., W.S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the Mayor and Council meeting or executive session of April 19 th and May 3 rd. Mr. Bristoll moved to approve the minutes as presented. The motion was seconded by Mr. Clark and carried unanimously.

Mayor Bailey stated that there was an executive at 8:15 pm on April 19, 2004 to discuss contractual matters. All Council members were in attendance. Two motions concerning the sale of properties were passed unanimously. The first motion was to sell lot 32 on College Avenue to Angela Brown for $15,000.00. The second motion was to sell 330-332 Cannon Street to Stacey Richardson for $50,000.00. The meeting was adjourned at 8:30 pm. Minutes were taken and are part of the record.

Mayor Bailey stated that an executive session was called to order at 8:20 pm on May 3, 2004 to discuss contractual matters. All Council members were in attendance. Two motions were unanimously passed. The meeting was adjourned at 8:30. Minutes were taken and are part of the record.

Mayor Bailey stated that cash on hand and in the banks was $365,924.41.

Mayor Bailey stated that Pam Ortiz of Imagination Alley was present and discussed a summer program for children. She said that four (4) full weeks of full day arts day camp would be offered from 9am to 4pm for children ages 5-14. There would be two (2) one week sessions for children from ages 3-5 and they were half day programs. She said that financial assistance and scholarships were available. Ms. Ortiz stated that there would be an opening on May 27 th at 6:00 pm at the Town’s Art Building on Spring Street for Imagination Alley.

Captain Robert Edler was present to give April’s police report. He said that fifty (50) adult arrests were made with ninety-nine (99) charges placed. Ten (10) juveniles were charged. There were one hundred ninety-six (196) traffic warnings issued and forty-two (42) traffic citations. He said a total of five hundred forty-three (543) calls for service were handled during the month.

Captain Edler stated that there would be an anti-terrorism drill at Washington College on Wednesday, April 19. He said that approximately eighty (80) volunteers were needed to “victims” and if anyone was interested in volunteering, they should call Ed Berkmire at the Health Department.

Mr. Ingersoll stated that Mr. Baldwin recommended that the dumpsters in Town be labeled with reflectors. He said he was not certain if this fell under law enforcement or the vehicle code. Capt. Edler stated that since a permit was required for the dumpsters he thought the Town should handle it. Capt. Edler stated that he would look into the Code to see where reflectors on dumpsters fell under.

Ms. Brenda Strange of the Chestertown Garden Club was present and stated that the Chesapeake Bay Trust awarded the Garden Club a grant for planting materials and signage for a shoreline tidal marsh restoration and planting along the Chester River at Wilmer Park in the amount of $18,010.00. She said that an agency donated the herbicides for the Wilmer Park project.

There being no further business, Mr. Clark made a motion to pay bills, was seconded by Mr. Bristoll and carried unanimously.
