MINUTES
UTILITIES COMMISSION MEETING
November 20, 2000

Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., W. Whaland Clark, Mabel Mumford-Pautz and J. Brian Kirby, Medford C. Capel, Utilities Commission Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting of October 17, 2000. Mr. Clark moved that the minutes be approved as written, was seconded by Mr. Bristoll and carried unanimously.

Mayor Bailey said the Utilities Commission has cash on hand and in banks of $464,653.16.

Mayor Bailey called on Mr. Capel for his report. Mr. Capel stated that the meeting he attended in Florida was very fruitful. He described how the pipe bursting equipment works. He said when you use the pipe bursting on a sewer line, you can pull the new pipe through but you still have to dig the line up to hook the new pipe into the laterals. He said on a water service you only have to dig it up at the main and at the curb stop. He said water lines are not very large and although there was a cable that gets pulled through the line, some of the old service lines are 75 or 80% filled with rust. He said in that case there was a missile that is put through the lines. He said he attended the meetings for a couple of days.

Mr. Capel said he had gotten a brochure on a generator and the list price for the one he would like to have at the College Heights pumping station was $23,677. He said a portable generator permanent could cost $18,084. He said to use portable generators an electrical box was needed at the lift stations. He said some of these are single phase and some three phase so you leave the suitable cable in a cabinet at each station. He said this was something that the Town should get since MDE and EPA must receive a report every time there is a sewage overflow. He said there would have to be three separate bids, one for the permanent generator, one for the portable generator and one for the electrical hookups.

Mayor Bailey asked if the funds would come from the allocation for painting the water tower. She asked the Council if wanted to put these items out for bids. She asked Mr. Ingersoll what had been budgeted for the painting. Mr. Ingersoll said we would not actually know the costs until we receive bids. He said he thought the budget had $20,000 for painting the tower. He said after bids are received the Council can determine whether or not to proceed with purchase, and whether to do it this year or next. Mr. Bristoll moved that the Utilities Commission proceed with the bid process for the generators and adapters, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey asked the Council to review the bills presented for payment. Mr. Bristoll moved that the bills be paid as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mr. Clark moved that the meeting be adjourned at 7:40 p.m., was seconded by Mr. Bristoll and carried unanimously.
