MINUTES
UTILITIES COMMISSION MEETING
August 20, 2001

Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Medford Capel, Utilities Manager, Mabel Mumford-Pautz, J. Brian Kirby, William S. Ingersoll, Town Manager and Zoning Administrator, Whaland Clark, Harrison C. Bristoll, Jr., Jennifer Stead, Stenographer and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Kirby moved that the minutes of July 18, 2001 be approved, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey stated that cash on hand and in banks is $617,990.63.

Mr. Capel was asked by Mayor Bailey to give his report. He discussed the estimate from O'Brien and Gere to finish and amend the water upgrade. The price was $21,500.00. Mr. Capel suggested that this be done because it has been in the making for eight years.

Mr. Bristoll moved that the contract be awarded to O'Brien and Gere for continuing engineering services to update the water treatment plant, was seconded by Mr. Clark and carried unanimously.

Mr. Capel said that he was proud to say there is no arsenic in the water.

Mr. Capel stated that they have installed a light on the Kent Street lift station, which will alert in case of pump failure. The generators will be here next month. The on-switch has been installed in College Heights and the other switch will be a transfer switch. If the current goes off, it instantly starts the generator. When the current resumes the generator will turn off.

Mr. Capel stated that the third generator is needed for the Washington Park lift station. It is the same size as the other and he would like to get it for the same price as the other, which is $18,000.00, without installation. He said that at some lift stations, they could use small generators, which cost about $3,000.00, and use 10,000 kilowatts. There is one lift station that is three-phase. He is looking for a generator that will give single and three-phase current.

Mrs. Mumford-Pautz moved that the third generator be purchased, was seconded by Mr. Bristoll and carried unanimously.

Mr. Capel also addressed a problem on Mill Street. The people who reside in two houses across from the railroad track are having a problem with their water pressure. Originally, when this property was out-of-town, they ran a 1" line to the property from Cannon Street. Now the owner is concerned because he has low water pressure when the people in the other house he owns are using the water. Mr. Capel told the gentlemen he did not know what could be done because it was a private line installed years ago, but if a 2" line was to be put in by directional drilling, it would cost approximately $15,000.00.

Mr. Bristoll asked where he would have to connect the line and Mr. Capel replied Cannon Street. Mr. Ingersoll asked if it could be used for the vacant lot on the right, but Mr. Capel said he would not suggest a unit on that property because it would be a long run for a 2" line. Mr. Capel stated if he went to a 4" line it would be ample. Mr. Capel said that they could also go off of the line that runs to Radcliffe Drive.

Mr. Bristoll asked if an assessment could be done with the property owner paying over 30 years since it is a private line. Mr. Capel said he thought they could and that he doesn't think it is the Town's responsibility to pay. Mr. Capel said he would discuss this with the owner and see what he thought.

Mr. Ingersoll asked where fire-fighting water comes from and if there is a fire hydrant there. Mr. Capel said there is no hydrant. The hydrant is on the corner of Mill Street.

Mr. Bristoll suggested figuring what properties can be serviced through this improved line, cost, and how they can be allocated to the properties. Mr. Capel stated he already has one estimate for direct drilling coming off of Cannon Street.

Mayor Bailey asked him to look further into this matter and update the Commission at the next meeting.

Mr. Capel stated they have lost quite a few trees at the water plant and he would like to plant some in their place. He stated he would not do this unless the Commission said what type they wanted. Mayor Bailey suggested that they go to the Tree Committee and suggested Mr. Ingersoll get in touch with them.

Mayor Bailey asked if there were any questions or comments. Mr. McClung asked if we check for MDHE, which comes from storage tanks and made news last year in Minneapolis. Mr. Capel stated that we do not have that problem because we use well water, not surface water.

Mayor Bailey stated that solicitors have been calling people in the community stating that it was reported that neighbors have been having trouble with their drinking water. This is not true, it is just a sales pitch for a water filter. She asked that people beware of this type of solicitation.

Jody Taylor asked Mr. Capel if it was routine to check for arsenic in the water. Mr. Capel stated they are required to do it once every three years. He said normally when you check and find out that you don't have it, you are not apt to ever have it

Mr. Bristoll moved to pay the bills, was seconded by Mr. Clark and carried unanimously.

Mr. Bristoll moved that the meeting be adjourned at 7:50 p.m. was seconded by Mr. Clark and carried unanimously.
