UTILITIES COMMISSION MEETING
May 20, 2002
Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Medford Capel, Utilities Manager, Mabel Mumford-Pautz, J. Brian Kirby, Whaland Clark, Harrison C. Bristoll, Jr., William S. Ingersoll, Town Manager and Zoning Administrator, Jennifer Stead, Stenographer, and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting of April 15, 2002. Mr. Bristoll moved that the minutes be approved as presented was seconded by Mr. Clark and carried unanimously.
Mayor Bailey stated that cash on hand and in banks was $895,477.55.
Mayor Bailey read a letter from the Kent County Commissioner's into the record, which requested sewer allocations on Lover's Lane. Mr. Bristoll stated that he would like to learn more on the issue. Mr. Ingersoll agreed stating there was a long history, a lot of correspondence, and minutes to go over. Mr. Ingersoll stated that subsequent to the time the units were approved in 1983 the Town changed its Charter policy on water and sewer extensions outside of the town limits.
The sanitary district also used up the 12 allocations that had been set aside for the subdivision, elsewhere in the district. Mayor Bailey asked Mr. Ingersoll to give the Council a synopsis on the matter and it would be addressed at the next Utilities Meeting.
Mr. Capel stated that there was a leak in the storage tank at Fox Meadow. Divers had been in the tank to inspect it. Mayor Bailey read a letter into the record summarizing what was found upon inspection of the tank. KCI recommended interior sandblast surface preparation and a new coating system. In addition to the paint system, consideration of a cathotic protection system was recommended. KCI would confirm the actual paint system used on the standpipe by contacting the
contractors named on the standpipe. The standpipe exterior had localized coating failures and some corrosion. Inspection of the exterior was recommended.
Mr. Capel stated that the Town would have to get a contract with KCI. He stated that this problem happened with all water tanks and was nothing unusual. Mr. Capel also stated that he did not think the steel plating would have to be replaced.
Mr. Capel stated that the Mayor and Council had received a copy of the Consumer's Confidence Report and it had been approved by the State.
Mr. Capel stated he wanted to investigate the pipe-bursting and installation of new plastic sewer lines in College Heights. A manhole also had to be installed at Queen and High Streets.
Mr. Ingersoll stated that there was going to be training on Tuesday and Wednesday for the new computer billing for the Utilities Commission. The new system would allow for multiple residential water projects to be billed separately for water.
Mrs. Clark moved to pay bills was seconded by Mr. Bristoll and carried unanimously.
Mr. Clark moved that the meeting be adjourned at 7:43 p.m. was seconded by Mr. Kirby and carried unanimously.
