UTILITIES COMMISSION MEETING
March 18, 2003


Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Whaland Clark, Mabel Mumford-Pautz and James R. Johnson, Medford Capel, Utilities Manager, W. S. Ingersoll, Town Manager, Jennifer Stead, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting of February 18, 2003. Mr. Clark moved that the minutes of the previous meeting be approved as submitted, was seconded by Mr. Bristoll and carried unanimously.

Mayor Bailey announced that the Utilities Commission had cash on hand and in banks of $356,207.58.

Mr. Capel stated that three pumps had gone bad, but were repaired. The flow meter and a fan motor were also worked on and repaired. A fan motor in a control panel burnt up and was being repaired.

Mr. Capel stated that he had called three companies for tank repairs. Two companies had responded with bids. The first bid would cost $39,000.00 for the 100,000-gallon tank at Foxley Manor and $132,000.00 for the 1,000,000-gallon standpipe next to Upper Shore. Mr. Capel said that the second bid from Corrosion Control was broken up differently, and was more of a maintenance contract, with repairs and painting of the 1,000,000 gallon tank inside and out, in 2003; visual inspections from inside the tank in 2004, 2005, and 2006; in 2007 the standpipe would be washed and inspected; 2008, 2009, and 2010, visual inspections; 2011 visual inspection with painting of the exterior and interior of the tanks; 2012 visual inspections. The Contract was similar for the smaller tank.

Mr. Capel stated that if the Council went with the second bid, the cost would be $93,970.00 for the first year. Years 2 and 3, would cost $18,000.00 annually. The remaining 7 years would cost $14,000 annually.

Mr. Capel stated that if new panels were needed it would cost an additional $36.00 per linear foot.

Mr. Capel recommended that the Council approve Corrosion Control Corporation’s bid.

Mr. Capel stated that a new tank would cost about $1.00 per gallon. He said the agreement allowed the Council not to worry about the tanks for 12 years.

Mr. Ingersoll stated that part of the funding could come out of this year’s budget. He said that he agreed with Mr. Capel’s recommendation to use Corrosive Control Corporation, because in essence they would paint the tanks twice in 10 years. He also said that other local jurisdictions have used this company.

Mr. Capel stated that Corrosion Control Corporation could not start the job until June 2003.

Mr. Bristoll moved to approve the contract with Corrosion Control Corporation for maintenance and painting of the tanks. The motion was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mr. Ingersoll stated that in order to keep the BNR Project going, due to MDE changes, the costs were raised, which resulted in an additional $5,500.00 in initial design costs (which were nearly completed) and $82,000.00 for the total design costs. He asked for the Council’s authorization for the increased engineering costs.

Mr. Clark moved to approve the additional engineering costs for the project, was seconded by Mr. Bristoll and carried unanimously.

There being no further business, Mr. Clark made a motion to pay the bills. Mr. Bristoll seconded the motion and it carried unanimously.

Mayor Bailey moved to adjourn the meeting at 7:42 p.m., was seconded by Mr. Clark and carried unanimously.
