MINUTES
UTILITIES COMMISSION MEETING
December 15, 2003


Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Whaland Clark, Mabel Mumford-Pautz, Harrison C. Bristoll, Jr. and James R. Johnson, William S. Ingersoll, Town Manager, Jennifer Stead, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting of November 17, 2003. Mr. Bristoll moved that the minutes of the previous meeting be approved as submitted, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey announced that the Utilities Commission had cash on hand and in banks of

$442,709.17.

Mr. Capel stated that at the Radcliffe Pumping Station the main 12" valve would not open and had been corroded by sewage. He said that he used four (4) honey dippers and a 6" pump working 24-hours a day from Tuesday to Friday. Using David A. Bramble, the problem was corrected by Friday. He said it would have to be permanently fixed, which would be expensive, but had to be done. Mr. Capel said that the department was able to keep sewage from the creek with use of pumps and the honey dippers.

Mayor Bailey stated that over the years Mr. Capel helped the Town a great deal by figuring things out on his own, rather than hiring in outside help and thanked him for his fifty-two (52) years of service.

Mr. Ingersoll stated that over the fifty-two (52) years Mr. Capel had engineered many projects and was a "no nonsense" manager. He added that Mr. Capel's good works were evident throughout the Town.

Mayor Bailey presented Mr. Capel with a one week trip for two to the Sagamore at Lake George, New York and thanked him for his many years of service. She said he taught everyone a great deal over the years.

There being no further business, Mr. Clark made a motion to pay the bills. Mr. Bristoll seconded the motion and it carried unanimously.

Mr. Clark moved to adjourn the meeting at 7:40 p.m., was seconded by Mr. Bristoll and carried unanimously.
