UTILITIES COMMISSION MEETING
September 20, 2004
Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Council Members Mabel Mumford-Pautz, W. Whaland Clark, James R. Johnson and Harrison C. Bristoll, Jr., Robert Sipes, Utilities Manager, W.S. Ingersoll, Town Manager, Jennifer Stead, Stenographer and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the Mayor and Council meeting of August 16, 2004. Mr. Clark moved to approve the minutes as presented. The motion was seconded by Mr. Johnson and carried unanimously.
Mayor Bailey stated that cash on hand and in the banks was $536,840.98.
Mr. Sipes stated that a leak was reported on Washington Avenue on Sunday at approximately 11:00 a.m. Repairs began on Monday morning and the problem was fixed.
Mr. Sipes stated that two pumps at Radcliffe had significant shaft and impeller wear. One had been repaired and the other was in the shop.
Mr. Sipes stated that the number 1 pump at the Cannon Street pump station developed a problem on the seal that protected the electrical housing for the motor. It had been repaired.
Mr. Sipes stated that discharge was shut down at the lagoon for one week so that Bramble could reroute the outfall line as part of the new development on Quaker Neck Road. The Utility Department took that opportunity to clean out the chlorine contact tank.
Mr. Sipes stated that there were two incidents involving discolored water. One was the leak on Rt. 213, where valves were opened and closed that had not been used for some time, and the second was a contractor that flushed a line without notifying the Town.
Mr. Sipes stated that Bearing Construction contacted him and site work for the Water Plant project would begin by the end of the week.
Mr. Sipes stated that the contractor hired for patchwork on the streets did one-half of the work but failed to show for completion. He said if he did not hear back from the company he would find another contractor.
Mr. Sipes stated that the generator at the Cannon Street pump station developed a mechanical problem with the water pump. The pump had gone out of alignment and the belt and some other small pieces to the pump had broken. He said that it was repaired, but there was now a problem with the transfer switch, which would be expensive to fix ranging in price from $2,000 to $4,000 based on estimates he received.
There being no further business, Mr. Clark made a motion to pay bills, was seconded by Mr. Bristoll and carried unanimously.
Mr. Clark moved to adjourn the meeting at 7:35 p.m. was seconded by Mr. Bristoll and carried unanimously.
