Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr., Mabel Mumford-Pautz and J. Brian Kirby, Medford Capel, Utilities Commission Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Gross moved that the minutes of the meeting of March 16, 1998 be accepted as presented, was seconded by Mr. Bristoll and carried unanimously.
Mayor Bailey said she had a correction to the cash on hand for the previous meeting. The cash on hand was $362,635.75 rather than $24,000. The cash on hand as of April 20, 1998 was $336,961.64.
Mayor Bailey called on Mr. Capel for his report. Mr. Capel reported that he had gotten bids for the aerators for the water plant. The bids were: (1) DeLoach Industries of Sarasota, Florida bid for fiberglass aerators was $13,201, plus $1250 freight for a total of $14,451. Their bid for the aluminum was $17,000. (2) Washington Aluminum's price for two aerators was $42,000. (3) Caton Diversified's price for aerators was $19,830 but they did not meet the specs or handle the amount of water we would pump. Mr. Capel recommended that we award the contract to DeLoach Industries for $14,451. Mrs. Mumford-Pautz moved that the aerator bid be awarded to DeLoach Industries, was seconded by Mr. Bristoll and carried unanimously. Mr. Capel said the shop drawings have been revised and approved by him.
Mr. Capel said we had a problem on High Street with the sewer lines. He said we have had problems in other sections of Town also. He said they have an accumulation of sludge in the lines because there was not enough water flow through the lines. He said he had rented a water jet to flush the lines at a cost of $190 a day. He said if someone came to do that it would cost $100 a hour for the machine. He said in the next budget he would like to be able to purchase the water jet. He said the rodding machine we have was over thirty years old and still works, but would not go through this main.
Mr. Capel reported that the algae at the lagoon this year was tremendous, the worst he has ever seen. He said he tried to knock it down using perichloride which was an acid that attacks the algae and makes it settle. He said the ponds have cleared up and are doing a good job.
Mayor Bailey asked if there were any questions of Mr. Capel. There being none, she asked the Council to review the bills. Mrs. Mumford-Pautz moved that the bills be paid as presented, was seconded by Mr. Bristoll and carried unanimously.
Mr. Gross moved that the meeting be adjourned at 7:35 p.m., was seconded by Mr. Kirby and carried unanimously.
