UTILITIES COMMISSION MEETING

MAY 18, 1998

Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr., Mabel Mumford-Pautz and J. Brian Kirby, Medford Capel, Utilities Commission Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Bristoll moved that the minutes of the meeting of April 20, 1998 be accepted as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey announced that the Utilities Commission has cash on hand and in banks on May 18, 1998 of $349,700.58.

Mayor Bailey called on Mr. Capel for his report. Mr. Capel reported that the aerator trays are under construction will be here in three to four weeks. The Utilities crew will install them as soon as they arrive.

Mr. Capel said the Council had a copy of a letter from Sidney Smith regarding the property at 211 N. Queen Street. He said in the letter Mr. Smith says it will cost him $700 to put the meter outside and it would require running a new water line. Mr. Capel said two houses there are on the same line and he told the plumber that. He said the old meter had been inside the house in what had been a dining room and he advised that the meter be moved outside and put in the ground. He said anytime that an inside meter would have to be repaired, the cabinet would have to be torn out, if the gasket leaks, water would run inside the house, and if the meter has to be taken out the water would leak. He said they also have a problem getting inside the house to work on meters because everyone works. He said we have asked people when they are remodeling to put the meter outside and they are glad to do that and local plumbers do it all the time.

Mr. Capel showed the Council the meter and fittings involved. He said Mr. Smith would not have to run a new line. He would just need to run a piece of pipe out, have a hole large enough to put the box in the ground, drop the meter and fittings in and cover it. He said he did not think that could cost him more than $300.

Mayor Bailey asked the Council what they wished to do about Mr. Smith's request. Mr. Gross said he would go with whatever Mr. Capel recommends. Mr. Bristoll asked whether Mr. Smith would have to dig up concrete to move the meter as discussed in Mr. Smith's letter. Mr. Capel said he would only have to run a connecting pipe to where the outside meter would be located. He said he would be glad to show the plumber or Mr. Smith what needs to be done. Mrs. Mumford-Pautz agreed that the plumber should talk to Mr. Capel and take his advice. Mr. Kirby agreed.

Mayor Bailey asked Mr. Ingersoll to discuss the grant application submitted. Mr. Ingersoll said that a grant application has been submitted for Med's proposed water upgrade. He said the grant application was for $1.342 million dollars for total funding with a 90% grant requested and a 10% Town match.

Mayor Bailey asked if there were any questions. There being none, Mayor Bailey asked the Council to review the bills. Mr. Bristoll moved that the bills be paid as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mr. Kirby moved that the meeting be adjourned at 7:45 p.m., was seconded by Mrs. Mumford-Pautz and carried unanimously.
