Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr., Mabel Mumford-Pautz and J. Brian Kirby, Medford Capel, Utilities Commission Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.
Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Gross moved that the minutes of the meeting of May 18, 1998 be accepted as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.
Mayor Bailey announced that the Utilities Commission has cash on hand and in banks on June 15, 1998 of $299,315.14.
Mayor Bailey called on Mr. Capel for his report. Mr. Capel reported that we had a fuse at the pumping station on Kent Street blow last week. He said we had a similar incident when a crow landed in a transformer. He said he spent half an hour getting through to someone at Delmarva Power on the telephone and then was told it would be 1 1/2 hours before a service man could come. Someone did come in about 3/4 of an hour, but that made a total of about two hours to get any service. Mr. Capel said Delmarva told him that we should get a generator. He asked that the Mayor and Council write to the Public Service Commission and Delmarva Power about the time involved in getting service in Chestertown. Mr. Bristoll said we should cite the specific incidents with dates and time when writing to the Public Service Commission. The Council agreed that the letter should be written regarding the changes in the service since the Delmarva office closed here.
Mr. Capel said he had gotten a new pickup truck. He said the bids from the dealers were as follows: Colonial Motors $19,998.40; Ramsey $19,000; and Gambacorta $18,899. He said he got the Ford truck at Gambacorta for $17,399 after a $1500 trade-in on an old truck. He said the check will not be sent until after July 1, 1998.
Mr. Capel said he had gotten sealed bids for the water jet sewer cleaner. Mayor Bailey opened the first bid from Mid-Atlantic which was $38,484.70. The second bid was from Sewer Equipment Company and was $29,812. Both bids included delivery, staff training and service on the equipment. Mr. Capel said the bidders will deliver the equipment as soon as they can and it will be paid in July out of next year's budget. Mayor Bailey said that Sewer Equipment Company was the low bidder and the Town would accept their bid.
Mr. Capel said there was a leak on Washington Avenue at Spring Street which was reported after Mr. Eliason heard water running at the stormdrain. He said he had gotten American Leak Detector Company to track the leak. He said he had planned to work on repairing the leak that night but had postponed the work because of the weather. He said we will have Bramble do the work in the street and it will be as soon as they can schedule it.
Mayor Bailey asked the Council to review the bills. Mr. Bristoll moved that the bills be paid as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.
Mr. Kirby moved that the meeting be adjourned at 7:35 p.m., was seconded by Mr. Gross and carried unanimously.
