MINUTES
UTILITIES COMMISSION MEETING
MARCH 15, 1999


Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr., Mabel Mumford-Pautz and J. Brian Kirby, Medford Capel, Utilities Commission Manager, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the previous meeting. Mr. Gross moved that the minutes of the meeting of February 12, 1999 be accepted as presented, was seconded by Mr. Bristoll and carried unanimously.

Mayor Bailey announced that the Utilities Commission has cash on hand and in banks on March 15, 1999 of $269,298.41.

Mayor Bailey called on Mr. Capel for his report. Mr. Capel reported that the sewer television camera equipment has been received and the representative from Cues has instructed the Utilities crew on its use. He said they have not used it in the sewer lines yet. He said it was an expensive and technical piece of equipment and he wants to be sure everyone knows how to log all of the necessary information onto the tape and handle the equipment properly.

Mr. Capel said he has been working on the Risk Management Program and has attempted to download the information from the EPA onto his computer. He said we may need help with downloading this information and Bill Ingersoll had contacted Hugh Williams about assisting with this. He said the Town may be able to go under what is called Plan 1 which is less stringent that the other plans. He said they may be able to keep only a one ton container of chlorine hooked up on the premises and store another one some place off site.

Mr. Capel reported that he had hired a new man.

Mayor Bailey asked if there were any questions or comments. There being no questions, Mayor Bailey asked the Council to review the bills. Mr. Bristoll moved that the bills be paid as presented, was seconded by Mr. Kirby and carried unanimously.

Mr. Bristoll moved that the meeting be adjourned at 7:37 p.m., was seconded by Mrs. Mumford-Pautz and carried unanimously.
