MINUTES
UTILITIES COMMISSION MEETING

SEPTEMBER 20, 1999



Mayor Margo G. Bailey called the meeting to order at 7:30 p.m. In attendance were Councilmembers Harrison C. Bristoll, Jr., Thomas A. Gross, Sr., Mabel Mumford-Pautz and J. Brian Kirby, W. S. Ingersoll, Town Manager, Joan Merryman, Stenographer, and guests.

Mayor Bailey asked if there were any additions or corrections to the minutes of the meeting of August 16, 1999. Mr. Bristoll moved that the minutes of the previous meeting be approved as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mayor Bailey announced that the Utilities Commission has cash on hand and in banks as of September 20, 1999 of $363,980.75.

Mayor Bailey stated that Mr. Capel could not be present at the meeting as he was still working waiting for pumping equipment to arrive.

Mr. Ingersoll said he would report for Mr. Capel on the work they have been doing following the storm last week. He said the Utilities crew has been working on fresh water intrusion into the lagoon system. He said the LaMotte property at Rts. 213 and 291 was flooded and there are five interceptor manholes for sewer there which are under water. He said we are trying to drain the area. He said there was a pipe about 11 x 17" under the railroad tracks, but a permanently larger pipe should be installed. He said we put a stack on it a few years ago because there is about 6' of sediment in that valley which has accumulated over the years. He said a diver located the manholes under water to be sure that none of the lids were off, and they were not. However, there was some space between the manhole tops and the frames where water was getting into the lines. He said Mr. Capel had several large pumps working now pumping the water out. He said these will be sealed as soon as we can get to them.

Mr. Ingersoll also said Mr. Capel had reported that during the hurricane the sewers were almost 100% filled everywhere with a lot of fresh water. He said this comes from sumps and down spouts in different areas where it can still get in. He said 14" of water will also expose some weak links along the line.

Mayor Bailey said if there were no questions, she would go to approval of the bills. Mr. Kirby moved that the bills be paid as presented, was seconded by Mrs. Mumford-Pautz and carried unanimously.

Mrs. Mumford-Pautz moved that the meeting be adjourned at 7:35 p.m., was seconded by Mr. Kirby and carried unanimously.
